Abstract
Various studies manifest the critical issues on the adequacy of developed instructional materials in Basic Education and Higher Education Institutions (HEIs) due to resource issues and teachers` attitudes towards instructional material development. This research and development study endeavored to develop a valid, effective, and framework-braced course module for the course Teaching Social Studies in the Intermediate Grades. The study involved six (6) experts as validators and forty-five (45) students as respondents for testing its effectiveness at Ilocos Sur Polytechnic State College, Cervantes Campus, Cervantes, Ilocos Sur, Philippines. The developed framework of the course module encapsulates important documents, including, among others, CMO No. 74, s. 2017, Curriculum Guide for Araling Panlipunan, and Republic Act 10533. The developed course module is excellent in terms of the standards of a practical course module. Likewise, the output remarkably improved the students' performance despite the teachers' minimal intervention due to the COVID – 19 Pandemic. It means that well-developed course modules effectively deliver instruction regardless of learning modalities. The paper considers the necessity to consider a framework in developing learning resources to ensure their quality and effectiveness. Furthermore, the output of the study may be used by college instructors to teach the course.
