  • Ilocos Sur Polytechnic State College Holds Fiscal Year 2024 Agency Performance Review Conference via Zoom

    March 13, 2025 – In collaboration with the Department of Budget Management (DBM) Regional Office I, the Ilocos Sur Polytechnic State College (ISPSC) successfully conducted its Fiscal Year 2024 Agency Performance Review (APR) Conference today at 9:00 AM via Zoom. The virtual conference brought together key stakeholders to review the agency's performance, aligning with the guidelines set forth by the DBM for the fiscal year.

    The event kicked off with opening remarks from Dr. Christine N. Ferrer, Officer-in-Charge of the Office of the SUC President. In her speech, Dr. Ferrer emphasized the significance of the review process in ensuring that ISPSC’s programs and activities are effectively aligned with national and regional development goals.

    Following Dr. Ferrer's remarks, Mr. Ryan A. Milanes, Director III of DBM Regional Office I, delivered a message highlighting the importance of continuous improvement and transparent evaluation in government agencies. His insights underscored DBM's commitment to providing support to higher education institutions in meeting their financial and operational targets.

    The conference then proceeded to an informative session led by Ms. Jocellene B. Bumatay, Acting Chief Budget and Management Specialist, who discussed the salient features of DBM Circular Letter No. 2025-2. The circular provides the guidelines for conducting Agency Performance Reviews (APR) covering FY 2024 and the years thereafter. Ms. Bumatay provided a comprehensive overview of the processes, ensuring that all participants were well-informed about the standards and expectations for performance assessment.

    The spotlight then shifted to the Presentation of FY 2024 Agency Performance Review Report of ISPSC, presented by Dr. Dominador A. Ayson, Jr., Vice President for Finance and Administration. Dr. Ayson provided a thorough report on the institution’s fiscal performance and the accomplishments it achieved in the past year, which were evaluated as part of the review process.

    Mr. Augie Picardal, Acting Supervising Budget and Management Specialist from DBM RO I, followed with the Presentation of DBM RO I Findings and Recommendations. His analysis focused on identifying areas for improvement and providing actionable recommendations for enhancing the financial and programmatic performance of ISPSC moving forward.

    The conference concluded with an open forum for Other Matters, allowing participants to discuss pressing issues and share insights for further strengthening the agency’s initiatives.

    In closing, Dr. Anna Marie D. Barroga, Vice President for Academic Affairs, delivered the closing remarks, expressing gratitude to all attendees for their contributions and active participation. She reiterated the importance of collaboration between DBM and ISPSC in achieving the institution’s goals and continuously enhancing its performance.

    The event marked a productive and engaging review process, setting the stage for continued success in the coming years.
