Abstract

Rapid estimate of the possible seismic hazards and the severity of the impacts to population, buildings, lifelines, road networks and other elements-at- risks are very important. For the past four centuries, 106 earthquakes with magnitude greater than 6.0 had affected Luzon in the Philippines. This study aimed to assess earthquake risk using the Rapid Earthquake Damage Assessment System (REDAS) for five pilot barangays in different municipalities of Ilocos Sur namely: Barangay 1, Vigan City, San Juan, San Antonio and San Pedro in Candon City, and Cabaroan, Santa Maria, Ilocos Sur. Barangay as commercial San Juan and San Antonio as Mix, and Cabaroan as residential. Result of simulation study showed that at intensity 7.2 earthquake, results showed Barangay 1, Vigan City would have the highest total damaged floor area and consequently the highest in replacement cost which is116,388 sq.m. and Php 765, respectively. However, simulation results recorded fewer casualties. This is because most of the structural types are built during pre-1972 in this barangay. While lowest damage is expectedly observed from San Pedro, Candon City due to the dominance of non-concrete structures but higher number of expected casualties. The province could suffer 134,615 building and 8,017,663.8 m2 floor damages with 20,959 casualties and economic loss of more than 39 billion pesos. The possible impact of 7.2 earthquake intensity in terms of building damages, casualties and economic losses serves as basis in policy formulation on implementation of building code, capability enhancement of medical institutions, disaster awareness and preparedness programs to mitigate the worst impact of phenomena like earthquake.
