Brief History
The institution evolved in 1975 from a small community college known as Candon Community College (CCC) which offered non-degree courses, the midwifery and the secretarial course. Through a bill sponsored by then-Congressman, Hon. Eric D. Singson, Candon Community College sought integration to the University of Northern Philippines in Vigan, Ilocos Sur; hence, Republic Act 6744 effected the establishment of CCC-University of Northern Philippines Branch on August 11, 1989.

CHED Evaluates ISPSC’s BS in Nursing Application
The Commission on Higher Education (CHED) Region 1 and the CHED Central Office of Programs and Standard Development conducted an assessment of Ilocos Sur Polytechnic State College (ISPSC) Main Campus's application to offer a Bachelor of Science in Nursing program on July 23-24, 2024.
The evaluation team was composed of former PRC Board of Nursing member Dr. Mila Delia Llanes, PNA Governor Dr. Rosanna Grace Bello-Delariarte, both members of the CHED technical evaluators for Nursing, Dr. Maria Carmela Domocmat, CHED RO1 Education Supervisor II, and Ms. Clarizze Angelu Aquino, a representative from CHED OPSD.
The collaborative efforts of the ISPSC administration, headed by OIC President Dr. Christine N. Ferrer, Vice President for Academic Affairs Dr. Anna Marie D. Barroga, Campus Administrator of ISPSC Main Campus Dr. Apolo S. Francisco, Dean of the College of Arts and Sciences Dr. Sheryl S. Morata, and future Dean of the College of Nursing Dr. Mandy Roie A. Atendido, along with the faculty and staff of the midwifery program, earned positive comments and feedback from the evaluators.
We have been going all over the country, visiting and evaluating colleges of nursing from Luzon, Visayas, and Mindanao, and this is the first and only College of Nursing that has no non-compliance. You are ready and very confident to open, and we just hope that you will not end in the presentation of documents but will take heart in the implementation of what you have prepared. Congratulations!” said Dr. Llanes.
The Bachelor of Science in Nursing program will be offered at the ISPSC Main Campus once the institution receives final approval from CHED.
ISPSC-Main Campus Receives 6th Place Award at Oathtaking Ceremony for LEPT Passers
Dr. Christine N. Ferrer, OIC President; Dr. Jaime G. Raras, Dean of the College of Teacher Education; and Mr. Edwin De Guzman, Program Chair of Bachelor of Culture and Arts Education, received the award for Ilocos Sur Polytechnic State College - Main Campus for ranking 6th place (among institutions with 50-99 examinees and at least a 93% passing percentage) in the March 2023 LET. The award was presented during the Oathtaking Ceremony for LEPT Passers of the Ilocos Region at Urdaneta City Cultural Center and Sports Complex, Urdaneta, Pangasinan, on July 6, 2024.
Angelica R. Ricarze ranked 19th among the regional topnotchers in the April 2024 Midwifery Licensure Exam.
