ISPSC CGAD Named Best Organizational Unit at PRAISE 2026

The ISPSC Center for Gender and Development (CGAD), headed by Ms. Maribel C. Ibañez, Director of the Center for Gender and Development, was recognized as the Best Organizational Unit (Support to Operations) during the ISPSC PRAISE 2026. The recognition was conferred as part of the 28th Charter Day Celebration of Ilocos Sur Polytechnic State College on March 12, 2026, held at the ISPSC Main Campus.

The award highlights the center's significant contribution to advancing gender-responsive governance and strengthening institutional initiatives that promote equality, inclusivity, and empowerment within the college community.

Supporting the center's leadership are dedicated members of the CGAD unit who continuously contribute to the implementation of Gender and Development (GAD) programs across the institution. These include Dr. Lanie B. Tiu, Chief for Gender Mainstreaming and GAD Coordinator of the Main Campus; Ms. Glenda H. Parba, Chief for Global Citizenship, Human Rights and Peace Education; Dr. Hazel V. Berras, GAD Coordinator of Sta. Maria Campus; Dr. Myrna T. Valdez, GAD Coordinator of Tagudin Campus; Mr. Eugene B. Dapiosen, GAD Coordinator of Candon Campus; Ms. Aileen R. Anga-angan, GAD Coordinator of Cervantes Campus; Ms. Daphne Sophia L. Abesamis, GAD Coordinator of Santiago Campus; and Ms. Stephanie B. Naungayan, GAD Coordinator of Narvacan Campus.

Also contributing to the center's initiatives are Ms. Iriz Nicole Angelique B. Mendoza, Information Officer I, and Ms. Gera Garnace, Office Assistant.

As a key support unit of the institution, CGAD plays a vital role in mainstreaming Gender and Development (GAD) principles into the college's policies, programs, research, and extension initiatives. Through sustained advocacy and collaborative programs, the center continues to foster an environment that values diversity, respect, and equal opportunities for all.

The award affirms CGAD's dedication to supporting the institution's mission while championing gender-sensitive programs that benefit both the academic community and its partner stakeholders.

ISPSC Recognized as a Top Performer in GAD Budget Expenditure

QUEZON CITY, September 25, 2025 — The Ilocos Sur Polytechnic State College (ISPSC) was recognized for its exemplary performance in GAD mainstreaming at the Recognition of 2024 Top-Performing Agencies in the GAD Budget ceremony. The event was held today at the Crowne Plaza, Manila Galleria, Ortigas Ave., Quezon City.

ISPSC was awarded Rank 2 in the Highest Client-Focused Budget Expenditure category, a testament to the institution's commitment to implementing programs and projects that directly benefit its clientele, with a focus on gender equality and women's empowerment. The prestigious award was received by ISPSC College President Dr. Mario P. Obrero and Ms. Maribel C. Ibañez, the Director for the Center for Gender and Development.

The recognition ceremony, organized by the Philippine Commission on Women (PCW), celebrates NGAs and SUCs that have demonstrated outstanding performance in utilizing their GAD budgets effectively. The "client-focused" category highlights agencies that have successfully channeled their funds to address the specific needs and concerns of their beneficiaries, promoting inclusivity and responsiveness in their services.

This award is a collective effort which shows that ISPSC is not only committed to academic excellence but also to creating a truly gender-responsive environment for its students, faculty, and the wider community.

The Ilocos Sur Polytechnic State College – Gender and Development (ISPSC CGAD) proudly extends its warmest congratulations to the ISPSC Tagudin Campus, awarded as Champion in the 2025 “Do the Macho Choir Challenge”, one of the featured competitions during the region-wide observance of the 18-Day Campaign to End Violence Against Women (VAW) organised by CHEDRO1.

The announcement of winners was held on December 11, 2025, at Don Mariano Marcos Memorial State University, Mid La Union Campus, San Fernando City, La Union, during the conduct of Project BABAE (Balitaktakan at Bahaginan Alay kay Eba) gathering GAD coordinators, educators, student representatives, and advocates from various institutions in Region I.

The winning contingent showcased a dynamic performance rooted in gender sensitivity and advocacy, embodying the campaign’s call to dismantle harmful stereotypes and promote respectful, non-violent expressions of masculinity. Their entry highlighted creativity, discipline, and a meaningful commitment to the VAWC cause.

Representing ISPSC Tagudin were the talented student participants: Francis Jake T. Valdez, HRM 3B; Allen Xander S. Cabuslay, BSED English 3B; Rhowejie B. Manlutac, BPED, 4th Year; Thrisha Mae L. Molina, BSED Mathematics 3B; and Paul Marcel S. Tabasin, BSED Mathematics, 4th Year.

The team was guided and trained by dedicated coaches Ramil Dick O. Maballo, Jhunne Lester S. Labitoria, Kenneth Johnson S. Corpuz, Aldwin R. Panganiban, and Myrna L. Valdez, whose leadership and commitment strengthened the participants’ advocacy-centered performance.

ISPSC CGAD celebrates this achievement as a testament to the growing involvement of students in gender advocacy. The triumph of the Tagudin Campus serves as a potent reminder that youth voices are instrumental in shaping communities that reject violence and uphold respect, inclusivity, and equality.
