The possible collaboration focuses on disaster monitoring in Ilocos Sur, aiming to enhance community resilience through research and technology exchange.

In a Zoom meeting held on May 14, 2025, ISPSC President Dr. Mario P. Obrero welcomed Dr. Jafar Ali Ibrahim S of QiST Educational Institution.

Joining the virtual meeting were Dr. Anabelle B. Francisco, Vice President for Research, Extension, and Internationalization; Dr. Ranec A. Azarias, Director for Internationalization; Engr. This partnership, initiated by the Office of the Vice President for Research, Extension, and Internationalization, explores a possible collaboration on the Candon 1 Disaster Monitoring Satellite project in Ilocos Sur. The project aims to enhance the province’s disaster preparedness, environmental monitoring, and emergency response through the use of satellite technology.

As a Physics major, Dr. Obrero expressed his support for the possible partnership.  He said that the opportunity “Reflects ISPSC’s commitments to using science and technology to support and strengthen communities.”

For the past three years, the college has maintained a partnership with QiST Educational Institution India for the hybridization and recalibration of student and faculty exchange programs, along with potential research collaborations.
