ISPSC Engages with CLSU and PhilMech to Strengthen Extension and Community Engagement Programs

In pursuit of further strengthening its extension and community engagement programs, the Ilocos Sur Polytechnic State College (ISPSC), through its Extension Office, visited two premier institutions in agricultural innovation- the Central Luzon State University (CLSU) and the Philippine Center for Postharvest Development and Mechanization (DA-PHilMech) on May 16, 2025, in the Science City of Muñoz, Nueva Ecija. The visit aimed to benchmark best practices and explore collaborative opportunities to strengthen ISPSC’s programs in the Ilocos region.

The ISPSC delegation was spearheaded by Dr. Christian C. Gandeza, Director of the Extension Office and Special Assistant to the President. He was joined by Mr. Ephraine Hyacinth R. Chavez, Head of the Information Office under the Extension Unit; faculty members from the College of Agriculture, Forestry, Engineering, and Development Communication (CAFED) of ISPSC Sta. Maria Campus, Dr. Alice Ellorin, Mr. Sanny M. Panganoron Jr., and Ms. Nessamy T. Valmoria; and Ms. Jennielou G. Pigao, Director of the Public Relations, Publication, Information Office.

At CLSU, the team was welcomed by Mr. Armando C. Lagasca, Division Head of the Technology Promotion Division under the University Extension Program Office, who presented the university’s flagship extension programs. He highlighted CLSU’s innovative and sustainable community engagement approaches, which led to productive discussions on how ISPSC could implement and adapt these strategies.

Following their activities at CLSU, the delegation proceeded to PhilMech, where they engaged with a team of Science Research Specialists, including Ma. Bernadeth P. Grospe (SRS I), Bezt Gee Magararu (Senior SRS), Jona Paulo (SRS I), Isaiah Leene V. Infante (SRS I), John Lloyd P. Mina (SRS I), and Science Research Assistant Feidan Lee Morales.

Discussions centered on possible collaborations, particularly in support of ISPSC’s communication and outreach programs. Key agenda included the potential integration of ISPSC’s students into PhilMech’s flagship communication platforms, such as its radio programs, as well as the Youth for Mechanization (Y4M) campaign. This initiative advocates for modern agricultural mechanization and aims to reshape the perception of agriculture among the youth.

ISPSC President Dr. Mario P. Obrero expressed his strong support for the collaboration, emphasizing that strategic partnerships of this nature “bridge knowledge with real-world solutions that benefit the people we serve” and further strengthen the institution’s commitment to community development.

CLSU is nationally recognized for its strong commitment to extension services and its responsive, community-focused programs. Meanwhile, PhilMech, an agency under the Department of Agriculture, is a government agency dedicated to advancing postharvest systems and promoting agricultural mechanization across the country.

This academic collaboration is expected to strengthen ISPSC’s extension programs and enhance its capacity to provide relevant agricultural education and community services.
