The Ilocos Agriculture, Aquatic, and Natural Resources Research and Development Consortium (ILAARRDEC) launched its ICT and Audio-Visual Equipment (AVE) Enhancement Project, funded by the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD), on March 4, 2025, at ILAARRDEC-OSIS, Mariano Marcos State University, Batac, Ilocos Norte.

The Ilocos Sur Polytechnic State College (ISPSC) received two laptops and two 55-inch TV monitors from PCAARRD, aimed at modernizing the institution’s digital infrastructure and boosting its research capabilities.

The event was attended by key figures, including MMSU President and ILAARRDEC Chair, Dr. Virgilio Julius Manzano Jr., and Dr. Nathaniel Alibuyog, Vice President for Research Development and Innovation, along with PCAARRD partners Mr. Joseph Saluta and Mr. Aldie Bebis. Institutional leaders and partners from various consortium member institutions (CMIs) were also present to witness the unveiling of the project's marker.

Emphasizing the importance of the project, Prof. Love Grace D. Campano Manzano highlighted the increasing significance of Information and Communication Technology (ICT) in today’s digital era, particularly following the COVID-19 pandemic, which accelerated the use of virtual meetings and online activities. She underscored the need for reliable internet connectivity and modern ICT equipment to support effective knowledge generation, communication, and collaboration across the consortium.

The project’s implementation includes the distribution of new equipment to the CMIs. Additionally, the consortium has upgraded its own facilities with desktop computers, cameras (DSLR, drone, and 360 virtual), interactive TVs, and an electronic podium.

As part of the monitoring and evaluation process, a reassessment of the facilities will be conducted to address utilization issues and basic maintenance. A five-year review will also take place to explore potential upgrades.
