  • ISPSC conducts PPMP preparation workshop and budgeting consultation


    RDE Hall, ISPSC Main Campus –The Office of the Vice President for Administration and Finance at Ilocos Sur Polytechnic State College (ISPSC) successfully conducted a Project Procurement Management Plan (PPMP) and Program Receipt of Expenditures Preparation workshop, alongside a budgeting consultation on November 12, 2024.
    The event was attended by the college’s Fund Managers, members of the Bids and Awards Committee, and key officials including Budget Officer Ms. Emma Grace D. Tobias and Procurement Officer Ms. Jessica D. Guitba, who served as resource speakers.
    Their presentations underscored the critical role of effective procurement management in ensuring the smooth and efficient operations of the college.
    A central theme of the workshop was the Project Procurement Management Plan (PPMP), a key component of the college’s procurement strategy. The PPMP outlines the processes for planning, sourcing, and executing procurement transactions and is essential for securing the necessary resources for academic, research, and administrative operations.
    Ms. Tobias and Ms. Guitba emphasized the significance of the PPMP in aligning with the principles of transparency, accountability, and efficiency, in accordance with the Commission on Audit (COA) guidelines and Republic Act 918-the Government Procurement Reform Act.
    The workshop also addressed the Program Receipt of Expenditures, a crucial part of the budgeting and financial management processes. This procedure ensures that expenditures are properly tracked and reconciled with institutional budgets, thus providing a framework for fiscal responsibility and compliance with national procurement laws.
    In his remarks, Dr. Dominador A. Ayson Jr., Vice President for Administration and Finance, reinforced the importance of adhering to the procurement standards set by Republic Act 9184. He stressed that a thorough understanding and implementation of these procurement processes will mitigate risks, optimize resource allocation, and maintain the integrity of ISPSC’s operations.
    This workshop is part of a series of capacity-building initiatives aimed at enhancing the college's operational efficiency and ensuring compliance with national laws and regulations governing government procurement.
    It highlights that ISPSC remains committed to upholding transparency, accountability, and best practices in managing its resources for the benefit of the academic community and stakeholders.
    The event was deemed a success, with participants gaining valuable insights into the complexities of procurement planning and expenditure management - key elements for ensuring the smooth and effective functioning of the college’s operations.#
