    ISPSC, LGU Candon City explore potential satellite project for SMART City Vision

    In a promising step toward advancing science, technology, and disaster resilience, Ilocos Sur Polytechnic State College (ISPSC) and the Local Government Unit (LGU) of Candon City held a preliminary meeting today, May 27, at the Candon City Hall Conference Room, to discuss the proposed Candon 1 Satellite Project.

    The proposal, presented by Dr. S. Jafar Ali Ibrahim of QIS Educational Institutions in India, details a plan to develop a satellite that would orbit 15 times a day, providing essential data for disaster response, urban planning, and sustainable development. As part of Candon City’s SMART City goals, ISPSC is set to serve as the academic and technical partner by hosting the ground station, while the city government will offer local support to ensure the project benefits the wider community.

    ISPSC President Dr. Mario P. Obrero described the proposal as ambitious, noting that if realized, it could place “ISPSC and Candon City on the global map”.

    “Alongside the University of the Philippines, ISPSC and Candon City would be among the first SUC and LGU in the country to embark on a project of this scale,” he added.

    From ISPSC, Dr. Annabelle B. Francisco, VP for Research, Extension, and Internationalization; Dr. Tanya Sue D. Barrayuga, Chairperson of the Research Ethics Committee; and Mr. Marvin Galano of the Research and Development Office were present. The meeting also included Prof. Maribel C. Ibañez, Director of the Center for Gender and Development (GAD); Dr. Dhana B. Malamion, Head of Human Rights Education; Dr. Lanie B. Tiu, Head of the GAD Advocacy Program and GAD Coordinator of the Main Campus; Dr. Alejandrino Delos Santos, Director of Security Services; Ms. Jennielou G. Pigao of the Public Relations, Publication, and Information Office; and Ms. Ina Mendoza, Information Officer.

    Support for the proposal was expressed by Atty. Vincent Jan Tudayan, Sangguniang Panlungsod Member and Officer-in-Charge of the City Mayor’s Office, who underscored his backing as a city councilor. Also in attendance were Engr. Gregorio Novida Jr., Head of the LGU Candon City Disaster Risk Reduction and Management Office; Ms. Remi Karissima Ballog, Administrative Assistant of the City Mayor’s Office; and other staff from the City Mayor’s Office.

    A follow-up meeting with Candon City Mayor Eric D. Singson is scheduled for June to further discuss the project’s potential.

    The project aligns with key national and international development frameworks such as the Philippine Development Plan (PDP) 2023, Sustainable Development Goals (SDGs) 9, 11, 13, and 17, the National Disaster Risk Reduction and Management Plan (NDRRMP), and the Department of Science and Technology’s (DOST) research priorities. It also opens opportunities for collaboration with the Indian Space Research Organization (ISRO), the ASEAN Disaster Resilience Framework, the Philippine Space Agency (PhilSA), and the Department of Information and Communications Technology’s (DICT) Future Space Roadmaps.
