    ISPSC, PCC at MMSU explore partnership on carabao and livestock development

    The Ilocos Sur Polytechnic State College (ISPSC) and the DA-Philippine Carabao Center at MMSU convened on June 10 at the ISPSC Main Campus to explore collaborative initiatives aimed at enhancing carabao production and promoting sustainable agriculture and livestock development within the college.

    ISPSC President Dr. Mario P. Obrero, together with Dr. Christian C. Gandeza, Special Assistant to the President and Director of the Extension Office, and Mr. Ephraine Hyacinth R. Chavez, Head of the Information Office under the Extension Unit, welcomed the delegation from the PCC at MMSU.

    The visiting team was led by Dr. Joel F. Cabading, OIC-Center Director of the PCC at MMSU, along with Mr. Michael Jay U. Pascua (Science Research Specialist I), Ms. Mari Joan A. Nefulda (Science Research Specialist II), and Engr. Jerick Aldwin G. Batucal.

    Discussions centered on potential collaborations in research, production, and extension services, with an emphasis on science-based and technology-driven approaches to enhance carabao management and productivity.

    Dr. Obrero expressed optimism about the prospective partnership, highlighting its alignment with ISPSC’s thrusts in research, extension, instruction, and production. “This is a timely opportunity to synergize with PCC at MMSU in bringing innovative and sustainable solutions to our communities,” he said.

    Both institutions committed to formalizing the partnership through a future Memorandum of Agreement (MoA), along with continued engagements, joint projects, and knowledge-sharing initiatives that support ISPSC’s institutional goals and contribute to broader efforts in rural and agricultural development.

    The Philippine Carabao Center (PCC), a government agency under the Department of Agriculture established through Republic Act 7307 in 1992, is mandated to conserve, propagate, and promote the carabao as a sustainable source of milk, meat, draft power, and livelihood for rural farmers. (JGP)
