    ISPSC and DILG Ilocos Sur forge stronger ties through MOA Signing for expanded MSAC

    In a continued effort to foster excellence in local governance through collaborative and multi-stakeholder partnerships, the Ilocos Sur Polytechnic State College (ISPSC) and the Department of the Interior and Local Government (DILG Ilocos Sur) formally signed a Memorandum of Agreement (MoA) today, June 11, marking ISPSC’s renewed commitment as a key member of the Expanded Multi-Stakeholder Advisory Committee (MSAC) under the Local Governance Provincial Resource Center (LGPRC).

    Present during the MOA signing were ISPSC President Dr. Mario P. Obrero; Mr. Randy S. Dela Rosa, CESO V, Provincial Director of DILG Ilocos Sur; Ms. Liana Lalata, Local Government Operations Officer V; and Mr. Harold Fariñas, Administrative Aide IV. Also present from ISPSC were Dr. Christian C. Gandeza, Special Assistant to the President, and Dr. Jonathan L. Dela Cruz, Director for Institutional Planning. 

    The agreement strengthens the partnership between DILG and ISPSC in delivering capacity-building programs, providing technical assistance, and promoting knowledge sharing for local governance initiatives across the province. The expanded MSAC is composed of various government agencies and institutions that play critical roles in formulating policies, enhancing local governance capabilities, and creating knowledge products relevant to community needs.

    Dr. Obrero emphasized the significance of the renewed partnership with DILG Ilocos Sur, stating that as an academic institution, ISPSC is honored to be part of the Expanded MSAC, where “we can share our expertise, resources, and research to help strengthen the capacities of our local government units.”

    Under the agreement, ISPSC commits to contribute resources, participate in multi-sectoral dialogues, provide technical expertise, and co-lead capacity development initiatives with other member agencies including Technical Education and Skills Development Authority (TESDA), Department of Environment and Natural Resources (DENR), Department of Health (DOH), Department of Information and Communications Technology (DICT), and various local government organizations.

    “This partnership signifies a more engaged and collaborative direction for local development. With institutions like ISPSC, we are building a knowledge-driven future for our LGUs,” said Director Dela Rosa.

    The MOA aligns with the thrusts of Republic Act 7160 (Local Government Code of 1991) and DILG Memorandum Circular No. 2022-052, which emphasize the importance of convergence and shared responsibility among national and local agencies, civil society, and academic institutions in local governance and development.

    Through this renewed collaboration, ISPSC is expected to evolve as a more dynamic hub for innovation, knowledge exchange, and community empowerment across Ilocos Sur.
