    NEWS ISPSC gears up for UIP in five-day strategic planning

    Anchored to its vision, UIP 2030: A Smart, Globally Competitive, and Responsive State University, the Ilocos Sur Polytechnic State College (ISPSC) commenced the Futures Thinking and Strategic Foresight Training-Workshop cum Strategic Planning on June 16, held at 456 Hotel, Baguio City.

    The event, which will run until June 20, brings together key college officials and members of the administrative council to align institutional goals with long-term strategies as part of ISPSC’s major initiatives under the leadership of President Mario P. Obrero.

    Dr. Jonathan L. Dela Cruz, Vice President for Administration and Finance, opened the program with an overview of the activity.  “Let us join this training with an open mind, a collaborative spirit, and a shared commitment to shaping a more prosperous and sustainable future,” Dr. Dela Cruz said.

    Dr. Sheryl S. Morata, Campus Director of ISPSC Main Campus, introduced the speaker describing Colonel Diosdado Carlos D. Pambid as embodying Frontline Combat Leadership.

    The speaker, who is a Commander of the Combined Arms Center under the Training Command of the Philippine Army, brought wealth of experience to the training.

    He opened his talk on Futures Thinking and Strategy Development, with the quote, “Ang pagbabago, tuloy-tuloy. Huwag kayong magsasawang magbago, sa araw na tumigil kayong magbago, tapos na ang laban,” emphasizing the need for continuous change. He shared how both the Philippine Army and ISPSC are evolving, with ISPSC moving toward becoming a university.

    He defined Futures Thinking as a structured approach to anticipating and preparing for possible futures. Key ideas included understanding the baseline, being honest in assessment, analyzing scenarios and narratives, and recognizing signals and trends.

    In his second lecture, the speaker then talked about the importance of strategic planning with emphasis on reaching long-term goals based on the college’s vision. In addition, he said that one of the biggest challenges is keeping the momentum and actually executing the plan.

    The speaker described strategic planning as a long-term, forward-looking process. He further elaborated it by saying that it involves aligning resources, forecasting future needs, and ensuring that all actions support the organization’s mission.  He also stressed that everyone in the organization must understand the story behind the strategy.

    He introduced the concept of strategic initiatives which helps in closing the gap between current and desired performance including the articulation of the components of the strategy, tracking the progress towards achieving the objective, and helping close the performance gap.

    The first day of training concluded with a question-and-answer session that delved into topics the participants were eager to explore further. The initial session sets a positive tone for the training, laying a strong foundation for the college’s future as University of Ilocos Philippines. (Ralph Nicole Sevilla)
