    NEWS ISPSC Seals partnership with local agri groups to upscale family farming and livestock enterprises in Ilocos Sur

    In a significant move toward strengthening community-based agricultural development, the Ilocos Sur Polytechnic State College (ISPSC) signed a Memorandum of Agreement (MoA) with the Environment, Farm and Food Development Institute, Inc. (EFFDI) and the Poblacion Sur Sunrise Poultry and Livestock Raisers Association (PSSPLRA)  on June 24, in the Upscaling of Innovative Family Enterprise Development (IFED) extension project of the ISPSC Santa Maria- College of Agriculture, Forestry, Engineering, and Development Communication. 

    Present during the MoA signing were ISPSC Vice President for Research and Extension Dr. Jocelyn L. Absolor; Vice President for Administration and Finance Dr. Jonathan L. Dela Cruz; Chief of the Tobacco and Agricultural Research Center Mr. Richard D. Dela Cruz; Sangguniang Panlalawigan Member, Acting Chairperson, Committee on Agriculture - Provincial Government of Ilocos Sur Christoper Abraham R. Baterina; Corporate Secretary of  Environment, Farm, and Food Development Institute, Inc. Ms. Aianne Jasmin D. Decano; and Incoming President of Poblacion Sur Sunrise Poultry and Livestock Raisers Association (PSSPLRA) Dr. Avelina D. Gatdula. Also present from ISPSC were Ms. Rose Marie C. Detran, Director for Extension, Mr. Peter Paul Lazo, Science Research Specialist, and Mr. Marvin M. Galano, Research and Extension Staff.

    This partnership between ISPSC and local participants aims to scale up innovative family-based agricultural businesses using modern technologies and sustainable practices. It combines capacity-building, agricultural resources support, and knowledge transfer for long-term agricultural and community-based development.

    Dr. Dela Cruz, speaking on behalf of ISPSC President Mario P. Obrero, echoed these sentiments, underlining the importance of extension as one of the four core functions of the college: "ISPSC does not only transform lives through quality education but also through meaningful community engagement, particularly in agriculture and livelihood development."

    Dr. Absolor, in her welcome remarks, emphasized ISPSC's deep commitment to uplifting local communities, saying, "We are proud to extend our resources, expertise, and support to empower our community especially local farmers through this collaboration."

    Under the agreement, ISPSC commits to supporting the stakeholders through an agricultural development program. Key activities include training and capacity building, distributing quality planting materials and livestock, regularly monitoring and evaluating agricultural practices, ensuring compliance with program provisions, facilitating technology demonstrations, and deploying trainees to support and gain hands-on experience in farm operations.

    SPM Baterina also expressed his optimism about the partnership. "This collaboration between the academe and our farmers opens opportunities for innovation, livelihood, and long-term food security," he noted.

    Following the ceremonial signing, a turnover of livestock and vegetable seedlings was conducted at the ISPSC Santa Maria Campus, symbolizing the formal kickoff of the IFED project implementation phase.

    The agreement will be effective for three years and sets a precedent for future academia-community-government collaborations aimed at inclusive agricultural growth and development in Ilocos Sur.

    This MoA signing marks a crucial step in ISPSC's core function of integrating academic innovation with real-world agricultural solutions. By building strong partnerships with grassroots organizations and development institutes, ISPSC continues to nurture inclusive growth, sustainability, and food security in the province. The success of the IFED program is expected to serve as a model for future community-based extension initiatives across the region. (INABIM)
