NEWS ISPSC joins MMSU’s 5th IURC to advance global undergraduate research

The Ilocos Sur Polytechnic State College (ISPSC) strengthened its commitment to international research collaboration as it participated in the 5th International Undergraduate Research Congress (IURC) hosted by Mariano Marcos State University (MMSU) on June 26, 2025, at the MMSU Center for Flexible Learning.

The congress brought together institutional leaders, faculty researchers, and undergraduate presenters from higher education institutions across the Philippines and the Asia-Pacific region. Among the participating institutions were Bulacan Agricultural State University, Camarines Sur Polytechnic Colleges, Quirino State University, and several partner universities from Malaysia and Indonesia.

ISPSC President Mario P. Obrero, during the Pledge of Commitment, expressed the College’s strong support for sustaining the IURC as a platform for student-led research and international academic collaboration. He also highlighted ISPSC’s continuing efforts to strengthen its research culture and expand global linkages as it works toward becoming the University of Ilocos Philippines.

He noted that several research centers are set to open soon to support innovation, development, and academic productivity across disciplines.

Also present during the event were Dr. Jocelyn L. Absolor, Vice President for Research and Extension; Dr. Christian C. Gandeza, Special Assistant to the President; Dr. Milagros Liberato, Director for Research; and Dr. Tanya Sue Barayuga, Chief of the Research Ethics Committee.

They were joined by Dr. Cynthia Carino, Dean of the Graduate School (Santa Maria Campus); Dr. Enherlyn Morla, Assistant Dean of the Graduate School (Santa Maria Campus); Dr. Joana Marie Guarin, Dean of the College of Business, Management, and Entrepreneurship (Santa Maria Campus); Ms. Jennielou G. Pigao, Director for Strategic Communication; and Ms. Magnolia Biete, faculty member of the ISPSC Main Campus.

In her keynote address, Atty. Lily Freida C. Macabangun-Milla, Director of the Commission on Higher Education (CHED) International Affairs Services, encouraged institutions to embed internationalization in research and academic programs. She described the congress as a trailblazing initiative aligned with the 7-point agenda of CHED Chairperson Dr. Shirley C. Agrupis, emphasizing its significance in fostering collaboration, innovation, and global academic engagement.

She further noted that when institutions come together not to compete but to build a community, they become a powerful force for transformation.

Aside from the research competition, the congress featured institutional presentations and a collaborative meeting among university leaders to explore future joint initiatives.

ISPSC’s participation in the IURC supports its goal to intensify internationalization initiatives and build stronger global academic partnerships. (JGP)
