  • ISPSC, JCI Candon Gold Leaf forge partnership for student development, community engagement

The Ilocos Sur Polytechnic State College (ISPSC), through its School of Criminal Justice Education (SCJE), formalized its partnership with Junior Chamber International (JCI) Candon Gold Leaf through a Memorandum of Agreement (MOA) signing held at the Office of the President, ISPSC Main Campus, on October 14, 2026.

The partnership provides a framework for cooperation in leadership training, capacity-building activities, community outreach, youth empowerment, and other programs that support student development and community service.

Under the agreement, the parties will collaborate on leadership seminars, workshops, mentoring activities, and learning sessions that will provide students with opportunities to develop their skills in decision-making, communication, teamwork, professionalism, and social responsibility.

Likewise, the partnership covers community-based initiatives, including public safety and crime prevention awareness campaigns, environmental information drives, disaster preparedness activities, and other outreach programs responsive to the needs of partner communities.

Through the collaboration, ISPSC-SCJE students and faculty may participate in community service activities and experiential learning opportunities, while JCI Candon Gold Leaf may provide resource speakers, trainers, mentors, volunteers, and relevant organizational networks to support mutually agreed programs.

ISPSC President Dr. Mario P. Obrero and JCI Candon Gold Leaf Local Organization (LO) President Atty. Michael Noble Tindoc led the MOA signing as signatories. The event was witnessed by Dr. Sheryl S. Morata, Campus Director of ISPSC Main Campus; Atty. Connie Joy Omaoeng-Manzano,  JCI Director for International Relations; Dr. John Paul R. Alasaas, SCJE Dean and agreement proponent; Marvs G. Ramos, JCI Local Skills Development Director; and Rhoevic Queddeng, 2027 JCI Deputy Secretary-Elect.

The five-year agreement, effective upon signing by both parties, establishes a framework for sustained collaboration in student development and community-oriented programs.

Through this initiative, ISPSC continues to provide opportunities for students to connect academic learning with community service, reinforcing the role of higher education in developing socially responsible graduates and contributing to local development.

The partnership also supports the Sustainable Development Goals, particularly SDG 4 (Quality Education) through leadership and experiential learning opportunities, and SDG 17 (Partnerships for the Goals) through collaboration between an academic institution and a civic organization. (PAJ)
