  • ISPSC experts help forge refinement of Ilocos Sur Indigenous Peoples Code

    The Ilocos Sur Polytechnic State College (ISPSC) contributed academic and technical expertise toward the development of a comprehensive policy framework for Indigenous Cultural Communities (ICCs) and Indigenous Peoples (IPs) in the province, as they took part in the review and refinement of the proposed Ilocos Sur Indigenous Peoples Welfare and Development Code of 2026.

    ISPSC representatives Dr. Cheryl D. Yague, Chief of Creative Works; Dr. Engelbert Mangaldan, Director of the Indigenous People Education Research Center (IPEDRC); and Ms. Alma May P. Wandas, Chief of Indigenous and Foreign Students Services served as members of the Technical Working Group (TWG) tasked with reviewing and finalizing the draft Code. 

    The TWG convened in a series of meetings on July 24, August 13, and August 24, 2026, to examine provisions and recommend enhancements to strengthen the proposed provincial policy. The draft Code was subsequently presented during a public hearing on September 9, 2026. 

    Chaired by Provincial Indigenous Peoples Mandatory Representative (IPMR) Hon. Elpidio Quines Sr., the TWG brought together representatives from government agencies, academic institutions, Indigenous Cultural Communities, and other stakeholders.

    Through the involvement of its faculty experts, ISPSC contributes to efforts aimed at ensuring that the proposed Code responds to the realities of ICCs/IPs while promoting the protection of their rights, welfare, cultural identity, and sustainable development, supporting the Sustainable Development Goal 10 on Reduced Inequalities.

    As ISPSC continues its pursuit to become University of Ilocos Philippines, its participation in provincial policy initiatives demonstrates its commitment to extending its academic and institutional expertise beyond the classroom and contributing to meaningful development in Ilocos Sur.

    The proposed Indigenous Peoples Welfare and Development Code is envisioned to serve as a comprehensive policy framework that will strengthen the protection, promotion, and advancement of the rights, welfare, and sustainable development of ICCs/IPs across the province. (MVB)
