The Ilocos Sur Polytechnic State College (ISPSC) concluded the onsite validation of its proposed transition to the University of Ilocos Philippines (UIP) during the exit conference with the Composite Team of the Commission on Higher Education (CHED) Office of Institutional Quality Assurance and Governance (OIQAG) on October 29, 2026.

The exit conference marked the culmination of the validation activities conducted from October 27 to 29 across the College’s seven campuses, covering key institutional areas, including enrollment, academic programs, faculty, research, development and extension, learning resources and support structures, linkages, and outreach programs.

During the conference, Dr. Lora L. Yusi, CHED-OIQAG Director, presented the results of the assessment and outlined a roadmap for ISPSC’s pursuit of university status. The roadmap identified the direction for the College’s continuing institutional development in relation to its transition to the University Of Ilocos Philippines.

Meanwhile, ISPSC President Dr. Mario P. Obrero reaffirmed the College’s commitment to continuous improvement and sustained institutional development as it pursues its aspiration of becoming the University of Ilocos Philippines.

“We accept them [OIQAG recommendations] as the foundational stepping stones upon which we will build a stronger, smarter, and globally competitive institution, ” he said in his institutional response and commitment speech.

ISPSC remains committed to pursuing its universityhood aspirations through continued institutional development, quality assurance, and responsive public service.

The College recognizes the importance of the validation process in advancing its institutional goals and remains focused on providing accessible, relevant, and quality higher education to its stakeholders and the communities it serves.
