  • ISPSC advances women’s resilience with CYM through Babbai Agsalaknib Project

    The Ilocos Sur Polytechnic State College (ISPSC) and the Candon Youth for Empowerment Movement, Inc. (CYM) officially formalized their partnership in support of the Babbai Agsalaknib Project through a Memorandum of Agreement (MOA) signed at the Office of the President, ISPSC Main Campus on September 4, 2026. 

    The partnership brings together the academic expertise of ISPSC and the community-based work of CYM to support initiatives aimed at strengthening the resilience and skills of women and communities.

    Under the agreement, ISPSC will provide technical and research support in areas such as the development and review of research tools, data gathering, analysis, and the preparation of evidence-based outputs through the Research Office and Office for Gender and Development. CYM, meanwhile, will lead the implementation and coordination of project activities.

    The collaboration also provides opportunities for ISPSC faculty and researchers to contribute their expertise to community-based research, capacity-building activities, and other initiatives aligned with the project’s objectives.

    Through this partnership, ISPSC and CYM seek to generate useful knowledge and improve community engagement that can contribute to responsive programs and policies to strengthen women resilience amongst local communities.

    The MOA signing was led by ISPSC President  Dr. Mario Obrero and Joanne Ascencion G. Valdez, CYM Project Manager and founder of CYM, marking another step toward stronger collaboration between the academe and community organizations.

    Also present at the signing were Dr. Jocelyn L. Absolor, ISPSC Vice President for Research and Extension; Dr. Milagros O. Liberato, Director for Research; Dr. Francisco N. Divina, Director for Institutional Planning; Dr. Lanie B. Tiu, Chief for Gender Mainstreaming, representing the CGAD Director, Ms. Maribel C. Ibañez; and Dr. Rico G. Gagto, Chief, Disaster Risk Reduction and Management. 

    The partnership reflects ISPSC’s continuing commitment to research, extension, community engagement, and partnerships that create meaningful impact in local communities. (PAJ)
