  • ISPSC partakes in TIMPUYOG TI AMIANAN 2026 Conference

    The Ilocos Sur Polytechnic State College (ISPSC) joined the TIMPUYOG TI AMIANAN 2026: ASEAN Conference and Competitions for Region I Higher Education Institutions (HEIs) held at the University of Northern Philippines (UNP) in Vigan City, Ilocos Sur, on October 5, 2026.

    The ISPSC delegation, headed by President Mario P. Obrero, together with Dr. Ranec Azarias, Director for Internationalization; Dr. Reymart G. Ballocanag, Chief for International Linkages and World Rankings; and Mr. Charles Rosario, Chief of the International Accreditation and ASEAN University Network–Quality Assurance Unit, participated in the conference.

    In her message, Hon. Ma. Theresa P. Lazaro, Secretary of the Department of Foreign Affairs (DFA), duly represented by Ms. Lerie A. Queyquep-Huelgas, Acting Head of the Consular Office-Candon, emphasized the importance of initiatives such as Timpuyog ti Amianan in strengthening ASEAN engagement.

    “Programs such as Timpuyog ti Amianan matter because ASEAN cannot be sustained by governments alone, " she said, underscoring the importance of not merely learning about ASEAN but becoming an active part of the ASEAN community.

    Meanwhile, Hon. Jeremias Singson, Governor of Ilocos Sur, represented by Dr. Roel Palo Anicas, Administrator of the Ilocos Sur Community College, highlighted the provincial government’s ONE Ilocos Sur Program and its ONE Education and Learning initiative.

    “The provincial government's investment in education is an investment in the people of Ilocos Sur. It is a commitment that education should be accessible, learning should be continuous, and opportunities should be available to every Ilocos Surian who dreams of a better future, ” he stated.

    The message reaffirmed the provincial government’s continued support for educational institutions and its commitment to making education accessible to the people of Ilocos Sur.

    Dir. Benjamin D. Manahan, Jr., Region I Director of the Department of Tourism, presented the project “Navigating the Future of Tourism: Empowering the Next Generation for a Sustainable and ASEAN-Connected Region I.” He encouraged the participants to:

    “Be curious, learn beyond the classroom, use technology, travel when you can, but always know your own.”

    He also emphasized the potential of tourism to bring Region I closer to the ASEAN community, highlighting that the greatest asset of tourism is its people.

    In a recorded video message, Dr. Milabel Enriquez-Ho, President of the ASEAN Quality Assurance Network, presented “Strengthening Quality Assurance for an Integrated ASEAN Higher Education Area.” She emphasized the importance of collaboration in advancing regional synergy and building a resilient, interconnected, and trusted higher education area across Southeast Asia.

    Meanwhile, Dr. Christine N. Ferrer, Director of the Internationalization Affairs Service of the Commission on Higher Education (CHED), presented CHED’s ASEAN Higher Education Agenda and commended higher education institutions, including ISPSC, for their participation in international rankings and ASEAN-related activities.

    “Internationalization is not about how far we can travel; sometimes, it is about how far we can bring our students without leaving them behind, ” she mentioned.

    ISPSC, alongside other participating HEIs and SUCs,  took part in the signing of a Memorandum of Understanding (MOU) during the conference, strengthening institutionalized government-industry-academe collaboration in tourism and hospitality education and other collaborative initiatives.

    The activity further affirmed ISPSC’s commitment to excellence in education, research, innovation, and international collaboration.

    As the College continues its journey toward becoming the University of Ilocos Philippines, ISPSC remains committed to strengthening its global standing in higher education through enhanced internationalization efforts and transnational cooperation with the ASEAN community.
