  • ISPSC receives Begnas Excellence Award at 2026 Pammadayew Sintatako

The Ilocos Sur Polytechnic State College (ISPSC), led by President Dr. Mario P. Obrero, participated in the 2026 Pammadayew Sintatako held on October 14, 2026, at the Sugpon Town Center in Poblacion, Sugpon, Ilocos Sur, where the College received the Begnas Excellence Award from the Pammadayew Sintatako Awards Provincial Assessment Team (SAPAT).

Also present during the event were Dr. Cheryl D. Yague, Chief of Creative Works; Ms. Alma May P. Wandas, Chief of Indigenous and Foreign Students Services; and Mr. Jolius Dominic B. Gangano, member of the Pammadayew Sintatako Awards Provincial Assessment Team (SAPAT). Several ISPSC personnel also served as judges in various competitions during the celebration, contributing their expertise and supporting the event's efforts to recognize and showcase the talents and cultural expressions of Indigenous communities.

Their participation reaffirmed ISPSC’s commitment to supporting initiatives that preserve, protect, and promote the rich cultural heritage of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) in the province.

A highlight of the celebration was the launch of the Sintatako book, a knowledge product of the Pammadayew Sintatako Project. The publication documents the project's beginnings, journey, accomplishments, and future directions, serving as a record of its continuing efforts to strengthen cultural appreciation and preserve Indigenous traditions.

Adding to the celebration, the Sayyadoc Kayaw, the student ethnic dance group of ISPSC Main Campus, showcased their talents through an indigenous cultural presentation, highlighting the richness of traditional performing arts and the role of the younger generation in sustaining cultural heritage.

The event gathered representatives from more than a hundred Indigenous Peoples' villages and was organized by the Department of the Interior and Local Government (DILG), in partnership with the Indigenous Peoples Mandatory Representative (IPMR), the National Commission on Indigenous Peoples (NCIP), ISPSC, the University of Northern Philippines (UNP), and other partner agencies.

On the second day of Begnas, Dr Obrero received the institutional award from the Provincial Government through the office of the Provincial IPMR, Hon. Elpidio Quines Sr, as ISPSC is recognized for its continued support  for education and cultural programs.

Institutionalized through Provincial Ordinance No. 0130, the Begnas di Ilocos Sur is an annual thanksgiving celebration held every October to honor ancestral traditions and promote cultural continuity. The celebration provides a platform for Indigenous communities to showcase their identity and heritage through indigenous products, traditional attire, songs, dances, rituals, and cuisine.
