  • Research collaboration, academic exchange highlight strengthened ISPSC-JRMSU partnership

The Ilocos Sur Polytechnic State College and Jose Rizal Memorial State University (JRMSU) reinforced institutional collaboration through the signing of a Memorandum of Understanding (MOU) on October 22, 2026, at the JRMSU Main Campus in Dapitan City, Zamboanga del Norte.

Signed by ISPSC President Mario P. Obrero and JMRSU President Maria Rio Abdon Naguit, the two institutions formalized the partnership which establishes a foundation for collaborative initiatives across four major areas: academic collaboration, joint research, extension services, and community development.

Through the UIP Center for Rural Health Research, Reform, and Policy (CRHRRP), under the Office of the Vice President for Research Development, and Extension headed by Dr. Jocelyn L. Absolor, the event featured collaborative research activities and data gathering led by the ISPSC research team composed of Dr. Ana Blesilda C. Atendido, Director of the UIP Center for Rural Health Research, Reform, and Policy; Dr. Cecilia R. Vergara, Chief of Rural Health Systems; Ms. Jeneli Q. Wong, MAN, Chief of Rural Health Program Implementation and Outreach; Mr. Modesto N. Noble, MSN, Chief of Health Reform and Policy Advocacy; and Dr. Mandy Roie A. Atendido, Chief of the Research Ethics Committee. These initiatives aim to generate relevant evidence to improve patient safety, nursing education, healthcare practice, and the preparation of future healthcare professionals.

The academic exchange also highlighted a lecture-seminar titled “Advancing Maternal, Newborn, and Child Care through Early Essential Intrapartum and Newborn Care (EINC) and Integrated Management of Childhood Illness (IMCI)” to which the ISPSC delegation shared evidence-based knowledge, professional expertise, and practical insights with JRMSU’s nursing and midwifery faculty members and students, reinforcing the importance of quality maternal, newborn, and child healthcare.

The ISPSC–JRMSU partnership represents a shared commitment to translating institutional collaboration into tangible outcomes in research, education, healthcare, and community development.
